The project's functional requirements not only face the tourists who come to the Tianhu Tourist Resort but also take into account the cultural life needs of local citizens. The meeting of very different people inspires a collision between two very different architectural elements. Gaoshan Gorge, which symbolizes Wencheng County's rich tourism resources, and the fascinating stretch of coastline in Ruian City face different site orientations. They are also the entrance directions for different groups of visitors. The architectural form is adapted to the original topography. The "mountain"-shaped venue grows between the hills and ravines, utilizing the terrain to form a rich level of height difference. The shape of the exhibition hall stretches horizontally, combined with the pedestrian square at the intersection of the road, showing the open scene of the sea and the sky. The architectural form fully reflects the cultural connotation of landscape collaboration. Echoing with the natural landscape form, it also brings about the smoothness of the architectural shape, which is full of modernity, commemoratives and ecology.

项目的功能要求既要面对来天湖旅游度假区的游客，又要兼顾当地市民的文化生活需要。截然不同人群的交汇激发了 两种截然不同的建筑元素之间的碰撞。 象征文成县丰富旅游资源的高山峡与瑞安市引人入胜的绵延海岸线分别面向不同的场地朝向，也是不同人群的入口方向。建筑形态与原始地形相适应， “山”形场馆生长于丘壑之间，利用地势形成丰富的高差层次。展览大厅形态水平舒展，与道路交叉口的人行广场结合，表现海阔天空的开阔场景。 使得建筑形态充分体现山水协作的文化内涵。 与自然山水形态的呼应，也带来了建筑造型的舒展流畅，富有现代性、纪念性和生态性。
